fetchpriority=high being added incorrectly to IMG tags hidden in blocks. A core patch is needed to both backport the changes from Gutenberg and make additional refinements to the wp_get_loading_optimization_attributes() and wp_maybe_add_fetchpriority_high_attr() functions to handle the new core use of fetchpriority=auto and fetchpriority=low.
